California Advanced Serviced Fund (CASF)

The California Public Utilities Commission’s (CPUC) California Advanced Services Fund (CASF) program supports expanding broadband access across the state, particularly in unserved and underserved communities. The program includes several grant accounts tailored to different needs:

  • Broadband Infrastructure Grant Account
Provides funding to construct broadband networks in areas without adequate service. The goal is to connect households, businesses, and community anchor institutions like schools and libraries.

The CPUC recently announced a postponed grant application deadline for the Broadband Infrastructure Grant Account. The updated deadline is October 31, 2025. If you are an ISP interested in applying to the CASF Infrastructure Grant Account, please reach out to us for project development and application assistance.

  • Broadband Public Housing Account
Focuses on bringing broadband access to residents of publicly supported housing. This account funds both infrastructure within housing complexes and adoption programs to help residents use the internet effectively.
  • Rural and Urban Regional Broadband Consortia Account
Funds regional consortia, like the North Bay North Coast Broadband Consortium, to plan and coordinate broadband deployment projects and engage local communities.
  • Broadband Adoption Account
Supports efforts to improve digital literacy and encourage broadband adoption, including outreach, training programs, and subsidies for low-income residents.
  • Tribal Technical Assistance Account
Helps California’s tribal governments and organizations plan and secure funding for broadband projects in tribal lands, which are often among the most underserved areas.
  • Line Extension Pilot Program
Offers grants to offset the cost of extending broadband service to qualified low-income unserved households or properties, such as those located down long driveways or private roads where the cost of service extension might otherwise be prohibitive.
